Sumario: | The article examines the P.L.O.-Hamas relationship and its impact on the Palestinian society and on the Palestinian-Israeli relations. P.L.O.-Hamas rivalry is primarily about empowerment and only secondarily about ideology. The article thus sees a chance to transform Hamas into a loyal opposition to the P.L.O. The P.L.O.'s task today, the article argues, is to incorporate Islamic and secular movements into a shared political outlook in order to create a workable Palestinian civil society and in order to have good relations with Israel that allow further steps in the peace process.
