AB Der Autor skizziert Anlass und Absicht des Dokuments, den Rechtscharakter der "Instruktion" sowie ihren Regelungsinhalt und dessen Verhältnis zum geltenden Recht. Die abschließende Würdigung zeigt ein Missverhältnis zwischen dem objektiven Gewicht der meisten Instruktionsinhalte und dem dafür beanspruchten Verbindlichkeitsgrad auf und bemängelt eine allzu restriktive Gesetzesauslegung
