AB Ausgehend von einem konkreten Fall skizziert der Verfasser die rechtlichen Möglichkeiten hinsichtlich der Stimmgewichtung von Oberin und Rat bei Abstimmungen. Dabei sind folgende Möglichkeiten zu unterscheiden: a) die Oberin handelt alleine, b) die Oberin muss ihren Rat hören, c) die Oberin bedarf der Zustimmung ihres Rates, d) die Oberin und ihr Rat handeln als Kollegium. In seinen Ausführungen verweist der Verfasser auf die Besonderheit des hier in den Blick genommenen Rates als eines Gremiums eigener Art
