总结: | The theological foundation of the Episcopal Conference should be considered as the official assembly, the collegiate form of the episcopate, and the varied ways of exercising the collegiate, sometimes effectively such as in the Ecumenical Council, others as collegiate friendship such as in the Episcopal Conference, which is not a collegiate event in the legal sense but nevertheless poses questions about whether its decisions are obligatory and the basis for their binding nature. The answer to the question necessarily takes into account conciliar teaching and subsequent reflection, reference to the Canonical Law Code, the 1985 Bishops' Synod with its subsequent debate and to the Apostolic Constitution Apostofos suos. From these references it can be concluded that the decisions of the Episcopal Conference, with the recognitio of the Apostolic See, are binding for the Bishops in it, not by the authority of the College or the Pope, but by the Conference's own authority, derived from the joint application of the power of each Bishop |
