Following Randolph Braham's introductory essay outlining the implementation of anti-Jewish measures at the national level in Hungary, the book's focus shifts to the county and local levels. The implementation of the Holocaust in each of the wartime counties is mapped out in an opening essay, followed by individual entries for villages, towns, and cities where Jews lived. These entries follow a roughly similar format, detailing Jewish demographic and employment patterns, religious life, involvement in the Zionist movement, and Jewish-Christian relations.
