AB Der Wohlfahrtsstaat greift auf vielschichtige und oftmals ambivalente Art und Weise in soziale Lage und Lebenschancen seiner Klienten ein und strukturiert durch seine Interventionen soziale Ungleichheit. Auch in Hinblick auf Prozesse sozialer Ausgrenzung entfaltet er dabei sowohl inklusionsfördernde als auch exklusionsverstärkende Wirkungen. Dies wird in diesem Beitrag sowohl theoretisch her geleitet als auch empirisch - am Beispiel der Arbeitslosensicherung und Sozialhilfe - gezeigt. Zudem werden einige Überlegungen zu sozialpolitischen Strategien der Eingrenzung sozialer Ausgrenzung angestellt.
AB Welfare state institutions influence the social position and life chances of their clients in a multi-layered and sometimes contradictory way. They deploy inclusionary and exclusionary effects and by their interventions contribute to structuring social in- equality. That this is also true with regard to social exclusion is shown in this article theoretically, but also empirically as the systems of unemployment compensation and social assistance are analyzed with a view to their exclusionary effects. Concluding from this analysis, political reforms, which are adequate to enhance the inclusionary potential of welfare state institutions and to secure the institutional basis of social participation, are discussed.
