| Resumo: | A critical analysis of Khomeini's writing about the financing and management of an Islamic government. Funded by religious taxes, such a government need not be either representative nor democratic. Khomeini argues that since its members merely serve to implement the will of God, such government should exact the obedience all Muslims owe to God. It is argued that the merchants, who had traditionally provided both finance and political support for the clergy, are now finding themselves bereft of political impact and that the Islamic government's demands for a double taxation of the merchants might prove counter-productive.
