Summary:The transnational migration affecting the world today forces us to rethink the relationship between many familiar concepts like citizenship and rights. There are many illegal aliens living within a state but excluded from its polity because they do not have a citizenship. In this context we need a new idea of justice that, combined with a cosmopolitan vision, recognizes for each and every person the right to have rights.
