Der Beitrag untersucht, ob der Begriff der Korruption dazu geeignet ist, bestimmte institutionelle und strukturelle Fehlentwicklungen im Gesundheitswesen zu analysieren und der ethischen Bewertung zuzuführen. Dies wird am Beispiel der Maßnahmen diskutiert, mit denen Krankenkassen den Risikostrukturausgleich zu ihren Gunsten beeinflussen. Das Ziel ist einerseits, einen sozialethisch relevanten Korruptionsbegriff zu erarbeiten, andererseits zu erörtern, ob das Gesundheitswesen in Deutschland von struktureller Korruption betroffen ist. | ||

However, the complexity of the health care system results in a lack of transparency, which offers many opportunities for manipulation and corruption. The paper examines whether the concept of corruption is suitable for analyzing certain institutionally and structurally undesirable developments in the health care system, and to what extent these can be ethically assessed on its basis. This is discussed using the example of activities with which health insurance companies influence risk structure compensation in their favour.
