Summary:The statutes of our presbyteral council give our diocesan priests the right to vote, active and passive, in establishing the presbyteral council only if they are living in the diocese. We have serveral diocesan priests who are legitimately living outside the diocese. They are tetired, serving the armed forces, teaching in universities, or working at the Roman curia. None of these has the right to vote in constituting the preybyteral council, and one priest recently questioned if the elimination of this right were valid.
