Summary:The article shows how the war in the East of the Democratic Republic of Congo is inseparable from the functioning of Congolese socio-political structures, linking the damaging consequences of regional wars with the Rwandan genocide of 1994. While pointing the finger at internal actors and external forces in a war that is likely to last for a long time, the value of humanitarian aid and the UN mission for the stability of Congo (Monusco mission) is examined. To get Congo out of this impasse, an inclusive dialogue for peace is proposed, like that of the 1990-92 Sovereign National Conference.
