Summary:Our diocese has been developing a major building project over the last eight years. Our last bishop was intimately involved in the development by appointing and chairing a Diocesan Administrator Precinct Development Committee. The project had reached the stage of advertising for "Expressions of Interest," receiving responses, and short-listing down to four possible contractors, before our bishop was transferred to another diocese. All permits from the City Building Authority were completed (with fees paid) and overall costs were acknowledged and budgeted. The project involves: the construction of an office building for the new Diocesan Administrative Center; the relocation of the cathedral rectory; and the sale or rental of the current diocesan administrative offices. All funding has been arranged and guaranteed. In the light of these facts: (a) Does the diocesan administrator have the authority to proceed in the absence of a diocesan bishop? (b) Would the sale of the current diocesan offices be an act of alienation? (c) Is the act of committal of the overall project an act of extraordinary administration?
