Summary:Animal welfare has become the key concept in EU animal protection law and is often used as a slogan in political speeches. It is a complex concept, however, that is often misunderstood. Its politico-scientific origins leave their mark, blurring its ethical purpose. Its implementation is as promising as it is chaotic, as shown by the example of cage farming. A case study of the European Citizens' Initiative (ECI) "End the Cage Age" shows that the ethical purpose is both served and undermined by the necessary mobilization of scientific data.
Devenu le concept clé du droit de l'UE en matière de protection animale et servant souvent de slogan dans les discours politiques, le " bien-être animal " est une notion complexe et fait souvent l'objet de mécompréhension. Ses origines politico-scientifiques le marquent, brouillant sa finalité éthique. Sa mise en œuvre se révèle aussi prometteuse que chaotique, ainsi que le montre l'exemple de l'élevage en cage. L'étude du cas de l'initiative citoyenne européenne (ICE) "End the cage Age" montre que la finalité éthique est à la fois servie et desservie par la désormais nécessaire mobilisation de données scientifiques.
