| 总结: | The international climate regime has not been able to prevent a rise in temperatures that is already being felt and is likely to increase in the future. Therefore, the increasing impacts of climate change lead to questions about their compensation. Although states have developed avoidance strategies, liability issues are arising and will arise with greater acuity, including at the interstate level. In this context, the clarification of the international responsibility of the State in this matter and, hence, of the risks it runs, is important. Le régime international du climat n'a pu prévenir une augmentation des températures qui se fait déjà sentir et risque de s'amplifier dans le futur. Dès lors, les impacts croissants des changements climatiques conduisent à s'interroger sur leur réparation. Bien que les États aient développé des stratégies d'évitement, les questions de responsabilité se posent et se poseront avec une acuité accrue, y compris à l'échelle interétatique. Dans ce contexte, la clarification de la responsabilité internationale de l'État en la matière et, par-là, des risques qu'il encourt, est importante. |
